The United Nations has said that despite a decline in global aid, it continues to provide essential services to the people of Afghanistan, adding that its budget for basic humanitarian programmes in 2025 reached $1.7 billion.

In its 2025 report on Afghanistan, the UN said its support for the basic humanitarian needs of Afghans remains firm and steady.

According to the report, despite a global decline in aid, the UN in Afghanistan, with the generous support of donors and partners, continued to deliver essential services and strengthened pathways toward recovery and resilience.

The report stated that funding for programmes related to basic humanitarian needs under the United Nations Strategic Framework for Afghanistan 2023–2027 increased for the third consecutive year, reaching $1.7 billion in 2025.

Indrika Ratwatte, Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator, said: “Millions of Afghans were reached with essential services, economic opportunities and livelihood support.”

He added: “For example, the UN and its partners reached more than 34 million people; 43 percent of men and 57 percent of women received health services; more than 4.6 million children — 58 percent boys and 42 percent girls — were enrolled in public education with UN support; and around 45,000 long-term jobs were created, 45 percent for men and 55 percent for women, providing employment opportunities and income generation.”

The report noted that in 2025, declining humanitarian funding, large-scale population movements, climate pressures, natural disasters, and operational constraints continued to strain families, markets, and essential services in Afghanistan.

However, it added that communities across Afghanistan demonstrated remarkable resilience and, in cooperation with the UN and national and international institutions, addressed immediate needs while also laying the groundwork for greater long-term self-reliance.

According to the UN, partnerships remained central in 2025, with platforms such as the High-Level Coordination Forum facilitating dialogue between international partners and Afghan authorities to support an enabling environment for aid delivery.

The report stated that the Afghanistan Coordination Group brought together key donors, including international financial institutions, and sustained support from these actors helped ensure that financial resources were used in line with agreed priorities and the needs of the population.

Looking ahead, the report stressed that the needs of the Afghan people remain central to UN efforts, and that continued cooperation among national institutions, regional partners, and the international community will play a decisive role.

The United Nations in Afghanistan reiterated its commitment to working with all partners toward a more inclusive and resilient future for the country.
