Afghanistan has long complained that Pakistan deliberately creates obstacles at crossings points during the harvest season for fruits and vegetables, causing significant losses for Afghan traders.
Earlier this year, Kabul and Islamabad reached an agreement not to raise tariffs on several key products, yet Pakistan has continued to intermittently close routes—such as Torkham—under various pretexts. These closures have inflicted heavy financial damage on Afghan businesses.
The problem remains unresolved. Recently, at Spin Boldak and Torkham alone, thousands of trucks loaded with Afghan goods have been left waiting.
To better understand the motives and reasons behind Pakistan’s repeated closures of its ports to Afghan exports, we spoke with Dr. Mokhles Ahmad, an advisor to the Afghanistan–Pakistan Joint Chamber of Commerce.
