India’s Permanent Representative to the United Nations Harish Parvathaneni has called for a comprehensive reassessment of the global approach towards Afghanistan, urging the international community to move away from strictly punitive policies.

The United Nations Security Council (UNSC) held a meeting on Afghanistan on Monday at the UN headquarters in New York.

Harish said during the meeting that the United Nations and the international community need policy tools in Afghanistan that are aimed at benefiting the Afghan people, rather than pushing the country into isolation, NDTV reported.

He also expressed India’s full support for the United Nations Assistance Mission in Afghanistan (UNAMA).

In another part of his remarks, he condemned Pakistani airstrikes on Afghan territory, citing UN reports that the attacks had caused significant civilian casualties.

“Dressing up a massacre as a military operation does not absolve the perpetrator,” he said, adding that “killing, maiming and orphaning civilians is not counter-terrorism.”

On April 22, UNAMA reported that Pakistani military airstrikes in parts of Afghanistan had resulted in the deaths of and injuries to nearly 800 civilians during the first three months of 2026.

UNAMA added that the highest number of casualties during this period was recorded in Kabul, Kunar and Paktika provinces, with the majority of victims being men.
